Gaunt ruled that the Municipality of Anchorage did violate the Collective Bargaining Agreement by unilaterally changing the workweek of patrol officers from four consecutive days of ten hours per day to five consecutive days of eight hours per day without first bargaining with the Anchorage Police Department Employees Association.
