The Municipality of Anchorage, the APDEA, And The 4/10 Dispute

On August 1, 1998 Arbitrator Janet L. Gaunt ruled that the Municipality of Anchorage did violate the Collective Bargaining Agreement by unilaterally changing the workweek of patrol officers from four consecutive days of ten hours per day to five consecutive days of eight hours per day without first bargaining with the Anchorage Police Department Employees Association. After a hearing on March 15-17, the Arbitrator decided that the Municipality should compensate adversely impacted employees at the overtime rate for all hours worked on the fifth day of work under the 5/8 shift. View the complete decision (text).
