MIMS-
Municipal Interim Management Service
The Alaska Municipal League, in cooperation with the Alaska Municipal Management Assocation, provides interim management services for municipalities, while they are recruiting for a permanent city manager or administrator. Through the MIMS Program, seasoned administrators are referred for a period of up to six months to serve as an acting manager or administrator.

The Need
Several Municipalities have expressed a need to find a efficient and economical method of judging the efficiency of their public services and administrative processes.
The Solution
The Alaska Municipal League offers a customized, purely Alaskan, and economical approach to looking at efficiencies in municipal government.
Why Choose the AML?
Initial Project Scoping
The initial scoping with your assembly or council and administrative staff will ensure that the assignment is tailored to your specific needs. The scoping will identify specific departments and operations that are of greatest concern.
Approach
AML will offer a panel of experienced Alaskan professional managers and specialist who have successfully dealt with municipal issues similar to those your community faces.
The panel will meet with identified staff, elected officials, and community members to develop potential organizational and operational efficiencies. It is critical to work cooperatively with staff and elected officials since they will be responsible for implementing changes.
The final product will include:
- a concise report of the findings of the team that assesses the current efficiency of the operations and potential improvements;
- appropriate comparisons and examples from successful operations in other municipalities;
- an estimate of the budget and service impact for each potential improvement; and;
- a proposed implementation plan and schedule.
Cost
The cost will be an agreed upon "NOT TO EXCEED" amount based on estimated hours and direct costs. A normal program might include three professionals at a fee of $40-$60 per hour for four days of work plus travel expenses. Total cost, including travel, for such a project would be approximately $5,000 - $8,000.
Staff
The service is administered by Kevin Ritchie, Executive Director of the Alaska Municipal League, former State Personnel Director, and former City Manager and Chow Taylor, Local Government Specialist and former city manager/administrator, council member, and state local government specialist.
Other team members, will be selected from current and former municipal officials best suited to your communities priorities.
