1999 LEGISLATIVE PLATFORM

Alaskan Taxpayer Relief and Education Package
(revised 2/99)

INTRODUCTION: Alaska’s statehood compact with the federal government was based on sharing natural resource revenues to avoid crippling taxes on Alaska’s citizens and businesses. Today, Alaska faces a growing local tax crisis due to the increased withholding of state revenue sharing from local taxpayers, and underfunding critical state programs and services to communities.

Develop a new Alaska fiscal plan that includes a statewide commitment to ongoing community growth and development, and considers the direct and indirect impacts on local public services, businesses, and individual taxpayers.


2 Fully fund the education funding formula as adopted by the 20th Alaska Legislature and continue education funding reform. Immediate implementation of the "adequacy review" of Alaska’s education funding system approved by the Legislature in 1998 and further adjust the education funding formula if indicated by the "adequacy review."
3 Continue funding the $1.4 billion state and local deferred maintenance program. Must include additional 70/30 State/Local School Bond Reimbursement and direct grants to meet backlogged and existing school facility needs and remove any retroactive limit on school debt already bonded.

Create a separate Road Revenue Sharing Program funded at $1800 per mile from an allocation of state gas tax receipts, motor vehicle registration fees, and a portion of federal highway funds.


5 Restore funding of the Safe Communities and State Revenue Sharing Program to at least $52.5 million and restore Municipal Capital Matching Grants to $20 million.
6 Create a long-term funding mechanism for the Power Cost Equalization Program.
7 Increase funding for fisheries research and management by the University of Alaska and the Alaska Department of Fish and Game.
