Tribal Theocracy
The head of Kiltan government, known as "The Chiefest Among the Kiltans," is chosen from among the Council of Chieftains and rules for life. He is the political, cultural and spiritual leader of the Kiltan people. The present Chiefest Among the Kiltans, Jay iv Griffin, has ruled since his ascent to the throne in '92.

The Council of Chieftains is composed of the chieftains from each clan. It functions as the primary legislative and judicial body of the nation. In the Kiltan view, the body that forms the laws is best suited to interpret those laws in specific circumstances. The eldest among the chieftains form a special council to which appeals may be made.

According to ancient teachings, the foundation of Kiltan society is the family. Each Kiltan citizen bears the surname of the family to which he or she belongs. Families in turn belong to a clan. Together, the clans make up the entire nation.

Families from several clans may live together in the same community. Local community leaders are chosen, but national leaders are chosen from among the clan groups. On occasion, extended family groups come together in large family reunions at which family leaders are chosen and family issues decided. Family leaders meet at regular intervals and, when necessary, choose a clan leader.

The teachings contained in the ancient sacred writings known as the Daosvirid provide the moral authority for Kiltan government as well as all facets of Kiltan life.
