(such as DSL or cable.)

- When authenticating to the web server,
if user's password is greater than 8 chars and fails, try with just
the first 8 chars. ICJ passwords are limited to 8 chars but this is
often a prefix of a longer one.
- Web mirroring: fix bug that caused regular
files to appear as directories.
- Fix for 3955. Personnel administrator
should be able to change the surf/wsb privileges.
- New users' internal and public directories
were not getting their set-UID bits set when they were created like
they should. Nobody noticed because this would get corrected after
a reboot.
