  2. What is the problem you would like the Board to Address?
  3. A Management Plan for enhanced chums in District 8

     

  4. What will happen if this problem is not solved?
  5. Enhanced chums in the area will be unable to be accessed while the fish is in a good condition (quality) for the market. There is access to these fish in terminal harvest areas where there is little fishing effort due to the lack of processors willing to purchase the dark poor quality chums.

     

  6. What solution do you prefer? In other words, if the Board adopted your solution, what would the new regulation say?
  7. Area 8 Enhanced Chum Management Plan

    From the second Sunday in July until the third Sunday in August whenever District 8 is not opened for a mid-week opening to target sockeye a portion of the area shall be opened to target enhanced chums according to the following formula. When the weekly chum catch in District 6 and 8 is 150% of the ten year average that portion of District 8 described below shall be open for 2 days. When the chum catch is 200% or more of the ten year averages that portion of District 8 shall be open for 4 days. When District 8 is open to target enhanced chums only that portion of District 8 south of a line from South Craig Pt. to Reef Pt. along the shore of Woronkofski Island to East Pt. to the mouth of Shoemaker Harbor shall be open and gillnets shall be limited to 6 inch or larger mesh.

     

  8. Solutions to difficult problems benefit some people and hurt others:
  1. Who is likely to benefit if your solution is adopted?
  2. The chums will be better quality if the fish is harvested prior to reaching the terminal harvest area. This will benefit the fishermen and the processors with a better quality fish for the market. In 1998, no processors would buy fish from the gillnet fleet in the terminal harvest area of Earl West Cove because of the quality of the fish.

  3. Who is likely to suffer if your solution is adopted?

There would be less fish available for harvest in the terminal harvest rotational fisheries, which might impact the seine and troll fleet.

 

6. List any other solutions you considered and why you rejected them. DO NOT WRITE HERE

Other options were considered. This option was picked, as it was the area where the chums are most segregated from local wild stocks in the area.
