  2. What is the problem you would like the Board to Address?
  3. Access to area 6D when the seine fleet is not using the area.

     

  4. What will happen if this problem is not solved?
  5. Gillnetters have been unable to access this area even when the seine fleet is not using the area. In the fall this prevents us from accessing some coho stocks along the shoreline.

     

  6. What solution do you prefer? In other words, if the Board adopted your solution, what would the new regulation say? 5AAC 33.310 (c) (2) (B) Section 6-D west of a line from Mariposa Rock Bouy to the northernmost tip of Point Harrington to a point on Etolin Island at 56° 09’36" N. lat., 132° 42’42" W. long., to the southernmost tip of Point Stanhope is open from the second Sunday in June through the last Saturday in July and from the second Sunday in September until the season is closed. From the last Saturday in July until the second Sunday in September District 6D shall be open to gillnetting when District 6 is open and District 6D is not open to seining.

  8. Solutions to difficult problems benefit some people and hurt others:
  1. Who is likely to benefit if your solution is adopted?
  2. The gillnet fleet would not have to deal with trying to fish by plotter and GPS lines to prevent from fishing in closed waters when the seine fleet is not using the area. We would have access to fishing area that we presently do not.

  3. Who is likely to suffer if your solution is adopted?

No one.

 

6. List any other solutions you considered and why you rejected them. DO NOT WRITE HERE

We looked at the possibility of having the area open whenever the seine fleet is not fishing the area. This would be not an impossible but a more complicated scenario for management.

We looked at the possibility of changing the dates of the closure to more accurately reflect the dates that the area is being used by the seine fleet. While this solution is possible it does not allow as much access as the solution we are proposing.
