Environmental and Regulatory Compliance
Environmental compliance monitoring is often multidisciplinary and involves the use of definitive procedures that are required by EPA or other regulatory agencies. KLI has the consulting, management, and technical capabilities to assist our clients in fulfilling agency requirements in a cost-efficient and timely manner. Our services include:
- Designing and performing scientific programs to fulfill both point and nonpoint source National Pollutant Discharge Elimination System (NPDES) requirements
- Performing Natural Resource Damage Assessments (NRDA) for oil and chemical spills
- Providing environmental documentation support for Environmental Impact Statements and Reports (EIS/EIR)
NPDES Studies
KLI has performed over 200 NPDES studies incorporating a diversity of physical, chemical, and biological parameters. These studies have involved working with the client during all phases of the permitting process and have provided:
- Municipal and industrial urban runoff (nonpoint source) programs, including Part 1 (characterization and assessment of the storm water system) and Part 2 (storm water management program) permit application assistance
- Extensive point source NPDES monitoring and related special studies
- Permit and 301(h) waiver application support, including data collection for determination of outfall design criteria and pre-existing conditions
- On-going permit compliance monitoring and reporting, including ODES (Ocean Data Evaluation System) submittals
- Chemical, toxicological, and physical characterization and mass balance analyses of influent, effluent, and sludge
- Chemical, toxicological, physical, and biological characterization of receiving environment water and sediments including development of site-specific criteria
- Hydrography, dilution and dispersion modeling, dye studies, and outfall performance evaluations
NRDA Studies
KLI is experienced in conducting NRDA studies in response to spill incidents, involving:
- Water and sediment quality
- Biological monitoring (intertidal and subtidal)
- Assessment of effects on commercial fisheries
- Long-term intertidal recolonization studies
In addition, KLI is experienced in providing scientific support for a variety of petroleum spill cleanup operations, including the monitoring of water quality (offshore and interstitial) and hydrocarbon concentrations of sediments for operations involving:
- Dispersants
- Mechanical removal of spilled oil
- Bioremediation
Environmental Documentation
KLI has performed numerous environmental assessments, produced reports on specific permitting issues, and provided scientific and research support for EIS/EIR efforts for a diversity of projects, including:
- Documentation of marine impacts from proposed offshore oil and gas development
- Assessment of marine impacts from major municipal wastewater outfalls
- Studies and impacts of dredge spoil disposal
- Oil exploration lease tract clearance studies on the California Outer Continental Shelf and in the Beaufort Sea, Alaska
