Mission and Duties of the AK SILC

The Statewide Independent Living Council (SILC) was established under 29 U.S.C. 796d (federal) and AS 47.80.300 (State).

Mission

"To promote consumer control, peer support, self-determination, equal access, and individual and system advocacy in order to maximize the leadership, empowerment, independence, and productivity of individuals with disabilities."

Duties and Responsibilities

Consistent with 29 U.S.C. 796d and AS 47.80.300, the duties and responsibilities of the SILC are as follows:

1. Serve as a forum by which issues and concerns regarding current and potential independent living services to people experiencing disabilities may be discussed by consumer, public, private, professional and lay interests.

2. Advocate the needs of people with disabilities who experience barriers to independent living before the Executive and Legislative branches of state and federal government and before the public.

3. Advise the Executive and Legislative branches of state and federal government and the private sector on programs and policies pertaining to current and potential independent living services for people who experience disabilities and their families.

4. Submit periodic reports to the state and federal government units which oversees state and federal independent living funding, on the effects of current federal and state mandates regarding independent living service to people with disabilities.

5. In cooperation with the designated state unit (Division of Vocational Rehabilitation), develop, prepare, periodically review and revise, and approve the State Plan for Independent Living prescribing programs and allocations which meet the independent living needs of people with disabilities.

6. Provide information and guidance for the development of appropriate independent living centers, programs, and services for underserved and unidentified individuals requiring such services to more fully participate independently in their community of choice.

7. Monitor and evaluate budgets or other implementation plans and programs for independent living services to insure non-duplication of services and assure efficient, effective and coordinated use of federal, state and private resources in the provision of independent living services.

8. Serve as an interagency network for purposes of facilitating communication between all independent living centers and service providers statewide.
