Zager, being first duly sworn, deposes and states as follows: 1. This affidavit is a supplement to my affidavit dated August 30, 1994. I am still the Commander of Staff Services for the Anchorage Police Department (“APD”) 2. APD has maintained a five consecutive work day, eight hours per day work schedule for Uniformed Field Service Traffic and Patrol officers since its implementation September 1, 1994. 3. As my original affidavit indicated, APD anticipated that adoption of the five/eights work schedule would lead to increased staffing per day and a significant reduction in overtime and premium pay expenses as compared to the four/tens schedule then in effect Both of these expectations have been realized. While the Department has also increased manpower, further reducing overtime costs and added to staffing on a per shift basis, even when these considerations are factored out, the adoption of the five/eights AFFIDAVIT OF LAREN ZAGER Page1 moa.04\pldgs\zager.aff work schedule by itself has saved hundreds of thousands of dollars and increased police presence in the field as compared to the four/tens schedule then in effect.
